基于0.25m分辨率影像的村庄用地潜力调查——以山东省巨野县12个村庄为例

摘　　要：村庄用地潜力调查是村庄综合整治的重要内容,摸清村域尺度土地潜力状况对于国家坚守18亿亩耕地红线、扎实推进新农村建设和促进城乡统筹发展具有重要意义。通过使用0.25m分辨率高清遥感影像判读,在山东省巨野县12个村庄进行了实地应用,将村庄各土地类型定量化从而测算了近期和远期的土地整理潜力。结果表明:巨野县12个村庄平均的近期潜力为68.2亩,占村庄总面积的3.69%,近期土地的潜力构成因地而异;远期潜力分户均标准和人均标准两种,无论在数量上或比例上户均标准的潜力都比人均标准潜力大,超标现象也更加突出;同时发现,村庄的土地资源潜力并不只是在宅基地本身,更多地蕴含在空闲地、坑塘水面等其他土地类型之中,宅基地的空置和废弃仅是其中的表象之一。该研究成果可直接为我国村域尺度土地整理潜力调查与评价研究提供了切实可行的借鉴与参考。Survey of village land use potentiality is an important part of the integrated regulation of villages. Finding out the land use potentiality of the village scale is of great significance to holding the area of arable land in China above the red line of 1.8 billion mu, promoting the construction of new countryside, and pushing forward the balanced development of rural urban and rural areas. In this study, we have applied the high resolution remote sensing images with a resolution of 0.25m to 12 villages in Juye County of Shandong Province. By quantifying the village land types, we have calculated the land use potentialities in the short term and in the long term. The survey has indicated that the average land use potentiality of the 12 villages in the short term is 68.2 mu, accounting for 3.69% of the whole area of the villages. The composition of the short-term land use potentiality differs from area to area; the long-term land use potentiality can be measured by two standards： one is land use potentiality per household, and the other is land use potentiality per person. The land use potentiality per household is larger in quantity and proportion than the land use potentiality per person, and it exceeds the standard a lot. Meantime, we have discovered that the land use potentiality exists not only in rural homestead, but in other land types such as unoccupied land and pit-ponds. The vacancy and abandonment of rural homestead is only a surface phenomenon. This research result can offer direct reference to the investigation and evaluation of land consolidation potential on village scale in China.
