西藏生态旅游认证体系构建的关键问题研究

摘　　要：随着青藏铁路的开通,近年来西藏旅游迅猛发展,为了在经济、社会、环境效应方面寻找平衡点,生态旅游认证成为积极有效的手段和工具。目前中国的非政府组织还很不发达,特别在偏远的西部地区,因此,政府在生态旅游认证体系的初期构建中起到主导作用。运用DEMATEL(意志决定和评价实验法),对西藏构建生态旅游认证过程中已经和将会遇到的关键问题进行分析,确定了政府部门在推行生态旅游认证制度中的职责,以期能对政府部门确定在建立生态旅游认证制度中的职能提供科学的参考依据。With the completion and operation of Qinghai-Tibet railway, the tourism industry has been developed dramatically in Tibet. In order to keep a good balance among economic, social and environmental benefits, the ecotourism certification could be the effective and efficient measure and tool. However, as NGO is still not mature enough in China, especially in the remote western area, government should play a guiding role in the first stage of development of the ecotourism certification system. This article applied method of DEMATEL to analyze the problems which we have already or will meet in the process of building the ecotourism certification system. Based on this analysis, the government duty has been figured out and therefore offer the references for government to set up their responsibilities and functions in the process of building ecotourism certification system as a guide role.
