摘　　要：通过探究城乡发展现状中,城乡统筹视野下的"人才-智力"资源的存在与流动状况,解读高校与地方基层"人才-智力"资源互动的现存方式与实施过程中出现的问题,剖析造成"人才-智力"资源流动率问题的主要原因,并提出了以高校作为核心纽带,以基地共建作为主要途径,实行"人才-智力"资源互动,突破城乡二元体系的束缚,以实现城乡之间的有效互补和有序流动。In this article,attention is paid to the development and turnover of ＂talent-intelligence＂ resource from the perspective of coordination of urban and rural areas,the existing pattern and problem in the ＂talent-intelligence＂ interaction between universities and rural areas,the major cause of the ＂talent-intelligence＂ resource flow rate problem under the present situation of urban-rural development.As a solution,universities should be the center and link in the interaction,and establishment of joint base should be the chief approach for breaking down the urban-rural dual structure and achieving the ＂talent-intelligence＂ interaction,so as to put the effective complement and orderly flow between urban and rural areas into effect.
