摘　　要：二战期间,联邦调查局的权限明显扩大,活动范围拓展到整个西半球。二战结束后,局长埃德加.胡佛计划把联邦调查局改组为美国负责全球情报事务的机构,但杜鲁门总统担心联邦调查局会成为"盖世太保"式的机构,加之出于与拉美国家关系的外交考虑,拒绝了胡佛的建议。During the Second World War,the Federal Bureau of Investigation had expanded its function greatly.It was responsible for foreign intelligence work in the Western Hemisphere.FBI Director J.Edgar Hoover suggested that the Federal Bureau of Investigation should be in Charge of foreign intelligence work in the whole world after the Second World War.However,President Truman refused his suggestion.
