摘　　要：从可持续发展论释义，以及以污染现实反证，提出环境是可持续发展的基础，保护环境就是保护人类社会赖以生存和发展的自然资源，自然资源是发展的根本条件的论点，进而提出环境保护工作的二项基本任务。依此提出可持续发展战略的环境保护行动框架意见。Based on the concept of sustainable development theory and the actual situation of the environmental pollution,it is concluded that environment is the basis for sustainable development,and to protect the environment is to protect the natural resources for existance and development of the human society,and that natural resources are the fundamental conditions for development.According to the conclusion above,two basic tasks for environmental protection are therefore put forward,and then the framework for environmental protection action are set up for sustainable development.
