摘　　要：基于示范城市之一"数字齐齐哈尔"的实际建设项目,阐述数据的组织方式和共享机制模型,为环保信息的管理与发布提供了实用完整的方案,为行业部门在城市地理信息服务平台上的信息交换、互联互通提供了一个新的应用模式。The paper bases on a practical model project of ＂Digital Qiqihar＂and expounds the data organization and the models of sharing mechanisms,it provides a complete practical solution for the publication and management of environmental protection information,and creates a new application model for information exchanging between different industry departments based on GIS service platform.
