摘　　要：城市设计导则是城市设计项目的核心内容,是城市设计参与城市建设管理的重要途径。它把对未来城市空间的美好预期与日常的规划管理联系起来,其质量直接影响城市空间的品质。文章从释义、本质与作用、编制与表达等方面对城市设计导则进行研究与论述,并结合无锡城市设计项目导则编制的归纳研究,总结城市设计导则的特性与要素,以期为促进我国城市设计的实践提供有益参考。Urban design guidelines are the core contents of urban design program and the important way that urban design is applied in urban construction and administration.It did link the expectation of future city space with current day to day city planning management.Its quality directly affects the outcome of the urban space＇s quality.Therefore,deeply understand the essence and function of urban design guidelines,and by establish and express urban design guidelines to organic integrate the design and management effectively.Summarizes the features and control elements of the guidelines on the urban design of east of Wuxi Taihu New Town Civic Center.This will have vital significance to enhance the operability of urban design practices in China.
