摘　　要：转型发展已经成为21世纪人类发展史上的一场新长征。随着中国经济转变发展方式的强力推进,中国优秀旅游城市面临着发展方式转型的严峻挑战和重大契机。创建低碳旅游城市是城市宜居生态发展的高级阶段,是实现中国旅游城市转型的战略模式选择。创新城市低碳旅游公共服务导则、营造城市低碳旅游吸引物体系、发展城市低碳旅游设施、培育城市畅爽旅游体验环境、倡导城市低碳旅游消费方式是近期实现旅游城市转型发展需要关注的五个基本层面。为此,要规范发展、互动发展、示范发展,加快形成中国特色的低碳旅游城市发展新格局。The agreement reached by the UN climate change conference held on Copenhagen in the end of 2009 re-unite the responsibility and consensus for action of human response to global climate change. Trans- form the mode of development has become vital in the history of human development. As the transformation of the Chinese mode of economic development develops rapidly, the development mode of China＇s excellent tourism cities faced new challenges, as well as many major opportunities. Rebuilding the development model of tourism cities and exploring the strategic approach of tourism cities＇ transition are both important practical propositions in the process of tourism cities development, which is profound to promote the sustainable development of tourism cities in the era of ecological civilization. This paper discusses the transition of tourism cities under the background of urban transformation. The authors point out that the transition to the low carbon city is the inevitable trend for the tourism development. Construction a low carbon tourism city is the advanced stage in the city＇ livable and eco-development process. Based on the analysis of low carbon tourism cities, the authors indicat that there are five fundamental dimensions which should be considered including low-carbon tourism public services, low carbon tourist attraction, low carbon tourism facilities, carbon-sink tourism environment, as well as low carbon tourism consumption patterns. Innovation in urban public services guidelines about low-carbon tourism development helps in creating a low carbon tourist attraction system, developing a low carbon urban tourism facilities, nurturing a comfortable urban tour environment for tourist experience, and promoting a low carbon tourism consumption patterns in tourist which the main pathways to achieve low carbon transition in tourism cities.The authors also point out that a new development pattern with Chinese characteristics of tourism cities should be established.
