论政协外交的作用和性质

摘　　要：人民政协的对外交往,是我国总体外交的重要组成部分,在外交中有着独特的优势和作用。建国以来,特别是改革开放以来,人民政协在我国对外交往中起着越来越重要的作用。通过比较发现,政协外交不同于政府外交,不属于议会外交,与纯民间外交也有所不同,而亦官亦民正是政协外交的特性。应充分发挥政协外交亦官亦民之特性,使人民政协在我国公共外交中发挥更大的作用。The external exchange of CPPCC is an important part of the general diplomacy of our country and it plays a unique role with great advantage in Chinesde diplomacy. Since the foundation of new China,especially since the reformation and opening,CPPCC has been playing an increasing important role in the external exchange of our country. By comparison,it is found that the external exchange of CPPCC is different from the government diplomacy and people-to-people diplomacy; besides it does not belong to the parliamentary diplomacy either. It is characterized as being both private and official,which should be put into full play so that CPPCC could work more effectively in Chinese public diplomacy.
