城镇职工基本养老保险制度的公平性研究--基于广东省行业视角的分析

摘　　要：城镇职工基本养老保险制度的公平性研究需从行业发展的角度来考察。从内含报酬率来看,现行制度具有正向的收入再分配作用,能够体现出一定的公平性;但由于现行制度实际上采用的是一种累退的缴费机制,即越是低收入行业的职工,其真实缴费率越高,养老保险缴费负担越重;越是高收入行业的职工,其真实缴费率越低,养老保险缴费负担越轻。因此,从真实缴费率的角度来看,现行的累退缴费机制对低收入者极为不利。低收入行业的职工将难以承受养老保险缴费负担,从而"被迫"逃离养老保险体系,而越是低收入者,逃离的可能性越大。这将大大削弱制度的公平性。现行基本养老保险制度也难以顺利发挥其应有的再分配作用。以上问题有两种改进办法——扩宽缴费基数区间和降低社会统筹账户的缴费率。测算结果表明这两种办法能够比较有效地解决现行社保制度中存在的问题。The paper studies the public equity system of urban workers’ pension in Guangdong province from an industrial perspective. Through calculating the internal return rate (IRR) and actual contribution rate (ACR) of representative individuals who attend the social pooling part of public system of pension from seven industries in Guangdong province, the paper gets the following conclusions. The current public system of pension has positive redistribution effect and reflects equity to a certain degree from the view of IRR. But due to the regressive contribution mechanism, many workers with low-income can not afford high ACR and have no choice but to opt to follow the public system of pension, which strongly weakens the equity of the system. In order to solve those problems, the paper proposes to enlarge the range of the contribution base and reduce the contribution rate of the social pooling, which will effectively solve the problems.
