摘　　要：运用卡莱斯基的基本理论,研究西方国家创新政策以及创新与经济活动的作用机制。研究表明,资本主义保持经济繁荣和摆脱经济衰退的途径是实施了与经济紧密结合的创新政策,以及持续性创新,并且创新模式与经济状态相关。国外创新政策的实践能够为我国经济转型时期创新政策的制定提供启示。In this paper,the Kaleckian economics was applied to research on the work mechanism of the innovation policies of western countries and the innovation of economic activity.Studies have shown that the measure to maintain the capitalist economic prosperity and the way to go out of the economic recession are the innovative policies and continuous innovation closely linked to economy.Further more innovation model is associated with the state of the economy.The practice of innovation policy of western countries can provide the enlightenment for China＇s innovation policy-making in the economy transition period.
