摘 要:本文建立了充分体现环境保护和风电特性的火电和风电的新的运行价格理论模型:1)在风电价格方面,提出风电场出力可信度基础上的风电备用容量补偿成本及风电场"负效率"运行(negative efficiency operation of wind farm,NEOWF)的概念,在此基础上定义了风电场负效率功率(negative efficiency power of wind farm,NEPWF),并建立基于风电场极限穿透功率的NEPWF的惩罚成本模型;2)火电价格方面,在传统火电价格基础上,考虑了火电机组的排污特性,并用名义环境补偿成本来量化其火电环境成本。构建了一个新的清洁经济优化调度模型。基于遗传算法(genetic algorithm,GA)和某含风电的区域电网算例来进行仿真验证,结果表明,所提出的模型为解决风电并网运行提供了一种对策。This article established a new price system for thermal power and wind power focusing on environmental protection and reflecting the characteristics of wind power: 1) For the price of wind power, we considered the reserve capacity compensation costs and proposed the conoept of wind power field negative efficiency operation of wind farm (NEOWF). On this basis, we defined the field negative efficiency power of wind farm (NEPWF). In addition, we set up a NEPWF model based upon wind power penetration limit. 2) In the aspect of thermal power price, on the basis of the traditional thermal power value, we considered the thermal power unit's pollution discharge characteristics and used nominal environmental compensation costs to quantify the environmental costs of thermal power and constructed an optimized economic and environment-friendly dispatching model. Taking the genetic algorithm (GA) and a certain regional power grid with wind power as the example, we performed simulations for the proposed model and the simulation results show that the model provides a countermeasure for wind power integrated into power system.
