摘　　要：引文索引是一种重要的检索工具，不仅在文献检索方面具有独特的功能，而且在对科学活动进行定量评价方面具有其他检索工具所不可替代的作用。NSTL自2006年开始进行国际科学引文数据库建设，2007年底开通试服务，在为全国用户提供科技文献检索服务中发挥着日益重要的作用。文章介绍了该数据库的建设原理、建设意义、服务功能和发展前景等。Citation index is one of the important information retrieval tools, which is with special, irreplaceable functions not only on document and information retrieval, but also on quantitative evaluation of scientific activities. Since 2006, NSTL began to build Database of Intematioual Science Citation （DISC）, and DISC was open to the public at the end of 2007 for test service. The construction principles and sigrlificances, service functions and development prospects were introduced in this paper.
