摘　　要：黑龙江垦区农作物保险无论从实务技术,还是在实务建设方面都取得了许多成功的经验,但赔付率高,巨灾风险不能得到有效分散,保障水平低,对黑龙江垦区农作物保险的稳定经营产生一定的影响。为此,农作物保险实务技术和实务制度应当因地制宜科学设计,保障水平适应经济发展的需求,建立农作物巨灾保险制度,树立周期性经营理念,完善农作物保险实务,促进黑龙江垦区农作物保险的快速发展。Although Heilongjiang province made a great progress in crop insurance,but loss ratio is still very high,the insurance of catastrophe risk is not well dispersed and security level is low,negatively affecting management of crop insurance of reclamation area.In this paper,we propose that the technique and regulation of crop insurance practice should be scientifically designed suiting to the local conditions.We also need proper support level for development of economy and build insurance systems for catastrophe risk of crop,as well as establish concept of periodic management and improve practice of crop insurance,to promote development of crop insurance of reclamation area of Heilongjiang province.
