摘　　要：信息技术和网络正逐步渗透到社会经济的各行各业和一些关键领域，并起到越来越重要的作用。因此，建立网络安全体系和保证用户安全是当前网络信息管理的主要内容，具有重要的社会意义和经济意义。The Information technology and network gradually penetrate into the socio-economic sectors and number of key areas,and play an increasingly important role.Therefore,the establishment of the network security system and ensure the safety of users is currently the main content of network information management,has important social significance and economic significance.
