摘　　要：本研究通过访谈和问卷调查的方法对原上海南汇区万祥镇下辖的9个村卫生室进行实地调研,在此基础上分析了＂零差率＂政策在上海郊县基层实施的效果和存在的主要问题,得出的结论为：＂零差率＂政策的实施基本实现了预期目标,但仍存在改进的空间,有关部门及郊县基层社区卫生服务机构都应采取积极措施进一步完善＂零差率＂政策.This study investigated nine village clinics in Wanxiang county of Shanghai Nanhui area through interview and questionnaire survey method, based on which the research analyzed the implementation effect and existing problems of ＂without added profit to sale drug＂policy. We concluded that the basic policy reached it expectation, but therewere still room for improvement,so relevant departments and suburban county grassroot community health service agencies should take active measures to further improve this policy.
