城市贫困居民住院医疗救助利用影响因素研究

摘　　要：目的:探索城市贫困居民住院医疗救助利用的影响因素,促进医疗救助服务利用。方法:以6个城市1053户贫困居民入户调查数据为基础,综合运用卡方检验和非条件Logistical回归分析住院医疗救助利用的影响因素。结果:受访居民自述健康状况、月人均医疗支出、救助政策知晓程度、住院救助病种范围和住院救助起付标准等因素对住院医疗救助的利用具有显著性影响。结论:贫困居民对住院医疗救助的利用既受到医疗救助相关政策的直接限制,又受到医疗服务利用相关影响因素的影响。取消住院医疗救助病种范围限制和起付线,加强救助政策宣传将有助于贫困居民对住院医疗救助的利用。Objective：To explore the influencing factors and promote the utilization of MFA inpatient services for urban poor residents.Methods：Taking 1 053 household survey of poor residents about utilization of Medical Financial Assistance（MFA）as the base,and analyzing the influencing factors of the utilization of MFA inpatient service with chi-square test and unconditional Logistical regression analysis.Results：Many factors,such as health status of residents,monthly per capita expenditure on health care,knowledge of MFA policies,restrictions on the variety of diseases and MFA deduction,significantly impact the utilization of MFA inpatient services.Conclusion：Both the MFA policies and related factors for the utilization of medical services affect the utilization of MFA inpatient services.The government should cancel MFA deduction,relax the restrictions on the variety of inpatient diseases and enhance the publicity of MFA policies to help the poor residents to make a good use of MFA inpatient services.
