摘　　要：草原牧区新型合作经济研究,是事关缓解三牧问题、建设社会主义新牧区、全面建设小康社会的重要研究命题。作为新生事物的牧区新型合作经济,在类型上包括畜产品专业协会、牧民联户经营、牧民生产合作社、牧民股份合作制企业等形式。牧区新型合作经济面临的主要问题,包括合作覆盖面较小、合作程度较低、合作效益不显著等问题,并从制度、政策和内部机制的角度,剖析了问题产生的成因。在此基础上,提出政府应改善合作经济发展的法制环境,完善草原生态补偿机制,促进草原产权流转通畅,典型培育,加强政策倾斜;新型合作经济应明晰内部产权,完善内部制衡机制,加强成员培训,提高畜产品标准化。Grassland pasturing area new cooperative economy,is the critical study of relieving the three problem in pasturing area（ecological environment,the animal husbandry economy and the herdsmen poverty）,building new pasturing area of socialism,and constructing well-off social roundly.As a new type of pasture economic cooperation,it includes：professional associations,herdsmen partnerships,herdsmen production cooperatives,and herdsmen joint-stock system of enterprise.The main problems of new cooperative economy are the small cooperative coverage area,the low cooperative extent,the weak cooperative benefit and so on,then the article analyses the main causes,from the institution,the policy environment,and the interior mechanism aspects.Above all,the paper brings forward that government should reform the legal system environment of new cooperative economy,perfect the mechanism of reparation grassland ecology,promote the grassland property right to move favorably,and give more helpful policies.New cooperative economy should make the interior property right,perfect the interior restriction mechanism,enforce leaguers on educating,and improve the standardization of grassland stockbreeding product.
