摘　　要：高校电子校务业务系统在技术措施方面初具规模,但电子校务的制度建设没有与时俱进,带来了高校电子校务建设中保障不力的问题。要从加强组织机构建设、持续加大资金投入、优化人员配置、推进信息共享和安全保障等方面健全制度建设,促进高校电子校务建设步入快速发展轨道。The business system of electronic school affairs in universities has begun to take shape in technical measures, but the institutional improvement of electronic school affairs does not keep pace with times, which leads to the problem as inadequate guarantee in the construction of electronic school affairs in universities. Institutional improvement should be perfected in the aspects of strengthening organization profile, consistently increasing capital investment, improvement of personnel allocation, promoting information sharing, security insurance and the rest, accelerating the construction of electronic school affairs in universities to enter the track of rapid development.
