摘　　要：城镇化是推动我国农村发展的强大动力,也是解决"三农"问题的重要战略举措。长期以来,西部城镇化率和城镇现代化水平滞后、产业结构与就业结构变动缓慢、硬环境和软环境不尽人意已经成为西部城镇化建设的重要瓶颈。因此,提高城镇化率和城镇现代化水平;发展第二、三产业,培育城镇化的产业支撑力;改善城镇发展的硬环境和软环境就成了眼下推进西部城镇化建设的当务之急。The western urbanizationt in our country is powerful impetus and are also the strategic measures to solve the problems of ＇Agriculture,Rural and the Farmers＇.For a long time,It has become the major bottlenecks for development of urbanization that are the lag in the urbanization rate and the modernization level,slowly damped circuit in industrial and employment structures,and undesirable changes in hard and soft environment.Therefore,it is very important to raise the rate of urbanization and the modernization level,promote the evelopment of the second and third industry and perfect the hard and soft environment of the western urbanization.
