从安全减灾视角看北京建设“世界城市”的目标

摘　　要：北京面向世界城市的所有构建绝非仅仅大规模"盖房子",单方面追求经济复兴。本文从建设世界城市的基础与优势出发,选取了北京无法摆脱的事故灾害风险及危险源,提出了适应北京城市总体规划(2004～2020年)的世界城市分段建设的安全风险目标及策略。世界城市需要从根本上提升城市综合防灾减灾规划设计的水准及相应标准。With the aim of being a world city,constructions of Beijing is not simply building houses in large scale,or pursuing economy revival.Basis on foundation and advantage of being a world city,this paper picks unavoidable disaster risk and source of dangerous,as well as raising building aim and scheme of security risk in separate way.World cities need to improve their design level and related standard in comprehensive capabilities of disaster prevention and reduction.
