摘　　要：信访问题预警机制由信访预警系统的组织机构、职责分工、运行流程、监督执行以及保障系统构成。根据预警机制的功能链条,信访问题预警管理活动可分为信息汇集、信息分析、警情研判、警级发布、警势预控、应急管理等环节。只有当上述要素环节全面整合,一一贯穿到信访以及和信访相关系统的各个职能部门中,并协同运转,信访问题预警机制才能真正建成。Early warning mechanism of ＂letters and visits＂ problems is composed of organization structure, assignment of responsibility, operating procedures, implementation supervisor and safeguard system under the early-warning system. According to the function chain of early warning mechanism, early warning management activity can be divided into links of information collection, information analysis, warning sign judgment, release of warning situation degree, prevention and control of warning situation and emergency management etc. Only when all these links integrate comprehensively and run through and cooperate harmoniously in the departments, can early warning mechanism of ＂letters and visits＂ be formed finally.
