对城市医疗救助制度的思考

摘　　要：实施城市医疗救助制度是贯彻党的十七大关于社会保障的精神、维护医疗保健公平、完善我国社会保障体系的需要。当前城市医疗救助制度存在以下问题:救助对象的确定不够灵活,大病医疗救助模式影响了医疗救助制度功能的发挥,医疗救助资金存在绝对不足与相对过剩的矛盾,法律制度本身不完善,管理体制没有理顺。为了完善城市医疗救助制度,需要更加准确地确定救助对象,逐步推行综合救助模式,解决好医疗救助资金绝对不足与相对过剩的矛盾,逐步完善医疗救助法律制度,理顺医疗救助的管理体制。To implement the urban medical assistance system is an necessary for meeting the demand of carrying out the spirit of social security of 17th Party Congress,maintaining health care fair and perfecting China social security system.There are several problems in current urban medical assistance system：the determination of relief object is not flexible enough,medical care model of serious illness lower the function of the medical assistance system to play,there is contradiction between absolute lack of medical assistance funds and the relative surplus,the legal system itself is imperfect,and there is no management system smooth.In order to improve the urban medical assistance system,we should determine the relief objects more accurately,implement a comprehensive assistance mode step by step,solve the contradiction between absolute shortage of medical assistance funds and the relative surplus,perfect the legal system of medical assistance gradually,and rationalize the management system of medical assistance.
