摘　　要：整合生产要素,实行规模化种植、集约化经营是现代烟草农业发展的必然选择,是市场经济发展的客观要求。目前农村烟草种植土地还没有真正流转起来,本文就土地流转主要问题如何在维护农民土地承包合法权益、保护农民利益的前提下,通过土地承包经营权流转的方式能有效地解决保护农民利益与土地适度集中的矛盾,为推进现代烟草农业的发展,加快烟草种植土地流转提供参考。The conformity element of production, implements the formalization planter, the intensified management is the modem tobacco agricultural development inevitably choice, is the market economy development objective request. At present the countryside tobacco planter land does not have to past truly. How does this article past the main question on the land in to defend the farmer land contracting legitimate rights and interests, to protect the farmer benefit under the premise, pasts the way through the land contracting right of management to be able to solve effectively protects the farmer benefit and the land moderate centralism contradiction, for the advancement modem tobacco agriculture development, speeds up the tobacco planter land to past provides the reference.
