电网调度运行事故考核风险分析与防范策略

摘　　要：电网调度运行岗位是防御电网事故的最后一道关口,无论技术手段如何先进,调度运行人员对事故发生、发展、隐患及规律的正确认识对避免电网恶性事故的发生具有重要的意义。省调一般负责网架结构复杂、薄弱性环节众多的220kV省级电网运行。从事故调查规程中进行分析和思考,可以看到省级电网调度运行中所面临的事故隐患和风险,为电网调度运行人员进行有效地预防和控制提供依据和指导。本文根据省级调度运行岗位的具体特点,结合工作中的实例,以《电力生产事故调查规程》等重要相关文件中涉及省调运行人员的相关内容为主线,详细分析了省调调度运行中将面临的事故考核风险。在对事故考核风险分析的基础上,对照日常调度运行工作中的具体工作,从调度岗位的实际情况出发,研究提出了相应的防范策略,希望能够为省级电网的事故防范提供有益的思考和借鉴。The dispatching station is the last guard for power grid against emergency.It is very important that power grid dispatcher could realize the arising, development, hidden trouble and law to avoid the power grid disaster. The provincial dispatching center generally takes charge in 220kV provincial power grid with complex framework and numerous weaknesses. With analysis and thinking to accident survey standard,the hidden trouble and risk of power grid dispatching could be found for preventing and avoiding accident effectively. According to material characteristics of provincial dispatching station and real examples, this paper analyze the accident risks of provincial dispatching operation. Based on these analysis and material dispatching work,the preventive strategies are proposed. These preventive strategies are wished to beneficial for other provincial dispatching stations.
