刚柔并济视阈下我国公共危机决策组织的优化

摘　　要：刚柔并济型组织在强调刚性组织与柔性组织优点的同时,更加注重二者的相互补充、相互融合。刚柔并济型组织与公共危机决策组织具有高度的内在契合性。基于此,可从构建以政府为中心的危机决策权责机制、建立全面整合的危机决策信息管理系统、优化危机决策组织结构三方面,进行优化公共危机决策组织的有效尝试。Organizations with combination of rigid management and flexible management emphasize both the advantages of the rigid organization and the advantages of the flexible organization,but attach more importance to the fusion and complementation of rigid management and flexible management.Organizations with combination of rigid management and flexible management and organizations of policy-making for public crisis are highly consistent in nature.Therefore,organizations of policy-making for public crisis can be optimized by developing a policy-making responsibility mechanism with government as its center,establishing a comprehensive policy-making information management system for public crisis,and optimizing the structure of organizations of policy-making for public crisis.
