摘 要:2003年以来,长沙市积极推进人才工作机制创新,取得了明显成效,但目前人才工作机制在诸多方面尚不完善。着力构建有利于科学发展的人才工作机制,应深刻领会和贯彻《国家中长期人才发展规划纲要(2010—2020年)》精神,立足现实,着眼长远,突出重点,整体推进人才培养开发、评价发现、选拨任用、流动配置和激励保障机制的建立健全。Changsha has actively promoted the innovation of human resource working mechanism since 2003,and has made great progress.Nevertheless,the human resource working mechanism is still imperfect until now.To make more efforts to construct a human resource working mechanism that is favorable for scientific development,we should deeply grasp and carry out the spirit of "National Medium and Long-term Human Resource Development Project Summary(2010-2020)",base on the reality,looking forward to the future,focusing key points and comprehensively build and perfect the mechanism of human resource training and developing,evaluation and promotion,selection and employment,flow and allocation,and incentive and guarantee.
