摘　　要：我国公共管理现代化过程中出现了一些问题,这与社群组织发育不完善有着密切关系。只有充分认识社群组织在公共管理活动中的作用,加强对公益性、志愿性、服务性社群组织的培育,充分发挥其提供服务、反映诉求、规范行为的公共管理职能,形成多元化的公共管理格局,才能从根本上解决中国公共管理现代化过程中所遇到的问题。The problems in the public administration of China lie not in the lack of good management theories or effective management technologies, but in the imperfection of community organizations development of China. Only with the theoretical comprehension of the values and functions of community organizations in public adminis- tration, the cultivation of community organizations which conform to the government＇ s demand and the people＇ s re- quirements, the full play of community organizations public administration functions such as providing services, reflecting appeals and regulating activities, and the formation of a diversified public administration could the problems we come across in the modernization process of public administration he solved.
