长三角“大通关”建设的经济学分析

摘　　要："大通关"建设已成为长三角改善贸易环境,发展外向型经济的必然选择。从经济学角度,讨论长三角"大通关"建设的理论基础及实践意义,根据国外"大通关"建设的经验和启示,长三角共同加快"大通关"建设需要努力打造服务型政府;发挥中央总揽全局与地方主导协调的作用,坚持科技创新与制度创新的结合。因此,要明确长三角各类口岸的功能定位,提高整体规划水平,推进相关体制改革,强化相应的金融监管,加快电子口岸信息平台建设。Establishing ＂large-scale simplification of customs clearance procedures＂ becomes the inevitable choice to improve trade environment in Yangtze River Delta and develop export-oriented economy. From the economic point of view, this article discussed the theoretical foundation and practical significance of promoting ＂large-scale simplification of customs clearance procedures＂ in the Yangtze River Delta. We summed up the experience and inspiration of promoting ＂large-scale simplification of customs clearance procedures＂ at abroad. We believe that in order to speed up the ＂large-scale simplification of customs clearance procedures＂ in the Yangtze River Delta, we should make effort to build service-oriented government, clarify the function positioning of all kinds of ports in Yangtze River Delta to form multi-levels port cluster with multi-level development and function complementation, improve the level of overall planning to make the construction match with the whole planning, promote the reform of the customs and local government performance appraisal system and other related institutions, push forward the system integration in the Yangtze River Delta, actively promote related financial supervisions and speed up the construction of E-port information platform.
