摘 要:农村集体非农建设用地流转是工业化城市化发展进程的必然结果,也是合理利用土地资源和实现土地资产价值的内在要求。收益分配是土地流转中的核心问题。正确界定农村集体非农建设用地的内涵,探究农村非农建设用地流转的动因、内在机理和形式,分析不同类型和不同流转方式下收益分配的矛盾及其影响,是推进集体非农建设用地流转,进一步规范现有集体建设用地流转机制,制定流转的各项政策法规和制度创新的核心所在。The transfer of rural collective non-agrlcultural construction land is the reasonable result of the development process of industrialization and urbanization. It is also the inherent requirement to make reasonable use of land resources and realize the value of land assets. The revenue distribution is the core issue in the process of land transfer. To correctly define the connotation of rural collective non-agricultural construction land, to explore the motivation, intrinsic mechanism and form of the transfer of the rural non-agricultural construction land, to analyse the conflicts and their impact of revenue distribution under the different types and different transfer modes is the core to promote the transfer of collective non-agricultural construction land, further standardize its transfer mechanism, formulate the policies and regulations and institutional innovation of collective construction land circulation.
