摘　　要：以县级自然灾害应急救助预案为例,将数字化预案进行结构化分解,明确预案中的各个要素及关系,通过OWL技术,将得到的元素进行建模,从而为数字化预案提供一个良好的解决方案。Taking the emergency response scheduled plans of natural disaster at county level as an example,the relationship and factors in the scheduled plan were definite by the decoding.These factors were modeled by OWL,so to provide a good project for the digital emergency response plans.
