摘　　要：以系统工程的理论和方法为指导，在分析嫩江齐齐哈尔江段水环境问题的基础上，对该江段水污染控制技术路线进行了全面研究，提出了水污染的总量控制方案及水污染综合整治实施目标。On the basis of system engineering theory and method, water environment problems with the Qiqihar section of the Nenjiang Rivcr are analyzed and the scheme of total pollutant control and the comprehensive objective of water pollutlon control are put forward.
