摘　　要：随着我国社会经济的快速发展,固定资产投资持续快速增长。统计部门迫切需要建立稳定、高效的固定资产投资项目监测与管理系统。在分析投资统计业务流程的基础上,对系统总体设计、数据库构建、功能设计等方面进行描述。并进行投资项目遥感影像识别与信息提取、多时相遥感影像变化检测以及基于多级金字塔结构的海量遥感数据快速浏览等关键技术的研究。系统在国家统计局进行业务化应用,取得了很好的经济和社会效益,对于推动统计部门的政务信息化建设将起到积极作用。With the rapid development of socio-economic in China,the investment in fixed assets has shown a sustained and rapid growth.There is an urgent need for statistics department to establish a stable and efficient fixed asset investment Projects monitoring and management information system.On the basis of in-depth analyze on statistical business process,the details of system framework,database design,and the function modules are described.A set of key technologies were proposed and researched on,include investment projects identification and information extraction from remote sensing image,change detection from multi-temporal remote sensing image and quick browse of massive remote sensing data based on multi-resolution image pyramid structure.The system is put into effect in National Bureau of Statistics of China and has scored satisfied both economic and social benefits.It will play an active role in the informatization of investment and construction statistics department in China.
