摘　　要：改革开放以来,中国经济社会高速发展,医疗卫生和社会保障水平稳步提高,但与人民群众日益需求之间尚有较大差距,"看病难,看病贵"问题有所缓解但尚未得到很好的解决。中共中央国务院于2009年公布了新的医疗改革方案,这一方案首次描述了信息化在医疗改革体系中的重要作用。医疗卫生信息化涉及范围极为广泛,优先重点发展的方向引起业界广泛关注和重视。分析了我国国情、医疗卫生和社会保障的现状,以及过去三十年来中国的医疗信息发展历程和已经奠定的基础,提出优先发展区域协同医疗和远程医学,为改善我国医疗卫生和社会保障水平服务。Since reform and opening up to the outside world, Chinese health and social security level has been steadily improved due to the rapid development of economy and social affairs. However, there still exists a big difference between ＂to see doctor is difficult and expensive,＂ with the people increasingly demand. It＇ s not been well dealt with yet. CPC Central Committee and State Council announced a new health care reform plan in 2009, It＇ s the first time describe the information system in such plan in China. In order to grasp the trend of medical information construction, this article analyzed the conditions of our country＇ s health and social security status and pointed out the priority development of regional collaborative medical service and telemedicine will improve our health and social security service level.
