摘　　要：在探讨电子政务发展阶段的基础上特征,本文结合笔者对我国电子政务项目建设实践的分析和调研,针对性研究了电子政务项目成熟度的各个指标评分方法,建立了实际可操作的量化评分体系,为保证整个评价体系的客观性和实用性奠定了基础,最后将电子政务项目决策机制与成熟度指标体系结合,建立起适合于我国电子政务项目、基于成熟度评估的电子政务决策模型。Based on the characteristics of e - government development and combined with the authorg analysis and research on Chinese E - Government project, this article studied the various indicators of maturity rating methods, and set up an actual feasible quantitative scoring system, which laid a good foundation to ensure the objectivity and practicality of the evaluation system. Finally, intergrating decision -making system with maturity index system can establish a decision -making model that suits for Chinese e -government project and also conforms to maturity assessment.
