摘　　要：随着农村社会的不断变迁转型,农村社会面临的潜在灾害风险因素也在不断增加,农业灾害的发生机理已不能再完全套用纯自然灾害因素的解释模式,农村社会转型过程中新出现的诸多不确定性必然会给农业灾害发生机理增添较多人为因素。转型期政府所要履行的职责逐渐从"政治统治本位"向"社会管理或社会服务本位"转变。农业灾害管理中的政府责任已不再是单一的灾害救助,对农业灾害的有效防范和科学治理越来越成为一系列政府责任的根本要求。履行政府在农业灾害管理中的职责是农业灾害有效防范和治理的根本保障,而政府在农业灾害管理中的一系列战略安排则是政府职责落实的先决条件,也是服务型政府建设在农业灾害管理中的最基本要求。With the transformation of rural society, the potential disaster factors of the rural community has also increased. Mechanism of agricultural disasters is no longer fully applied to the pure elements explanation mode of natural disaster. Many emerging uncertainties in transformation of rural society are bound to add more human factors in agricultural disaster mechanism. Government responsibility is to be performed gradually from the ＂political rule based＂ to ＂social management and social service based＂. The agricultural disaster management responsibilities of government are no longer a single disaster relief. Effective agricultural disaster prevention and scientific management increasingly become a fundamental requirement for a range of government responsibility. To fulfill the duty in agricultural disaster management is the Fundamental Guarantee of effective prevention and treatment of agricultural disaster. A series of strategic arrangements of agricultural disaster management is a prerequisite for the implementation of governmental responsibilities and the most basic requirement of a service - oriented government building in agricultural disaster management.
