摘　　要：通过对垃圾处理缘起的分析,结合垃圾处理的实践,提出垃圾处理的本质首先是环境治理问题,是解决伴随垃圾而产生的环境问题;其次是社会管理问题,是解决社会物流的生态循环问题。According to analysis of the origin and practices of waste treatment,the nature of waste treatment was put forward,that is to say,it is environmental management problem firstly,which was to solve the environmental problems caused by waste.Then it is social management problem,which was to solve the problems of the ecological cycle of societal logistics.
