地方政府在农户兼业经营中的责任——对安徽阜南县农村居民的调查与思考  

On Responsibilities Local Governments Should Take for Farmers' Farming and Business Operation——Based on an Investigation and ponder of the Rural Residents of Funan County,Anhui Province

摘　　要：采用分层抽样法选取安徽阜南县三个典型乡镇100户农户,通过问卷调查和访谈形式,详细调查了解农户兼业经营现状。结果表明,该地区农户兼业领域广、兼业行业相对集中,农户兼业程度高,兼业人员年轻化,农户兼业类型由从业人员的文化水平决定,农户兼业水平决定农户收入高低,兼业"离土又离乡"特征明显。乡镇企业吸纳农村剩余劳动力能力有限、进城务工人员文化水平偏低、城乡二元户籍制度是目前制约该地区农户兼业经营的主要因素。地方政府应积极推进农村教育制度改革,减少对乡镇企业发展的干预,为乡镇企业发展创造良好的市场环境等,促进农户兼业经营,提高收入水平。The method of stratified sampling was employed,with which three typical townships of Funan County and a total of 100 rural households were singled out.Besides,questionnaires and interviews were made about the status quo of the farmers and business operators in Funan County of Anhui Provence.The results show that the local farmers and industry show the following features： the field for farmers to be both a farmer and a worker is very wide and the part-business sector is relatively more concentrated;the extent to which farmers are engaged in both farming and working is relatively high;young farmers are more and more engaged in both farming and working;the farmers＇ educational level has determined the choices of their both being a farmer and a worker;the level of farmers＇ education determines the level of household income;Leaving away from both land and hometown features significantly.In addition,the current main factors of constraints include： the shortage of funds of township enterprises and developing slowly,the limited capacity to absorb surplus rural labor,the migrant workers＇ low educational level,and the urban and rural household registration system exists.So it is suggested that local governments should take the responsibilities,such as promotion of the reform of rural education and the intervention of local governments in the development of township enterprises,and create a good market environment for them.
