高等教育投资中的政府责任缺失分析

摘　　要：政府在高等教育投资中存在严重的责任缺失,主要表现为财政投入总量不足,财政投入"中部凹陷",投资监管不力,投资缺失公益性。其原因在于各级政府在高等教育投资中行为不规范,权责划分不清,以及相关配套法规政策不到位。应从确保投资主体地位,规范政府投资行为;转变政府投资职能,调整投资分配格局;完善配套法规政策,拓宽高校筹资渠道等方面强化高等教育投资中的政府责任,以期进一步完善高等教育多元化投资体制。The responsibility of government in higher education investment has serious flaws which are mainly manifested as insufficient financial input,＂ middle cave＂,ineffective supervision of investment,and lack of public welfare in investment.The reasons are that all levels of government are not standardized in higher education investment,that the division between right and responsibility is indistinct,and that there lacks corresponding regulations.To further improve the diversified investment system,we should take the following measures to strengthen the responsibilities of the government in higher education investment：guaranteeing the leading role and regulating the investment of the government;changing government＇s function and adjusting investment distribution;and perfecting the corresponding policies and expanding the fund-raising channels.
