摘　　要：从林改的内涵、意义和作用出发,对我国林改工作的主要做法和进展进行了总结归纳,分析了各地林改中存在的主要问题,并有针对性地提出了确保林改质量具体措施和建议。通过对一个具体事例的剖析,说明了林改中存在的隐患,找出了预防的办法。针对林权登记申请、审批公示用表中存在的弊端,研究提出了删除无效因子、合并有用信息、增加一行一列、户主与身份证相对应并按户主姓名顺序排列的建议,对避免林权分配中的不公正行为,有效防范和消除林权纠纷隐患,具有重要意义。This paper summarized the main approaches and implements of forestry ownership reform after introducing its connotation,meaning and function.Then the problems existed in different regions were analyzed,specific measures and suggestions to promote the implement quality were proposed accordingly.The paper analyzes the cause of the latent risk and finds the prevention measure by case study.According to the obvious defects in forest certificate registration and permission announcement,it is proposed deleting invalid factors and integrating useful information,adding one row and one column to identify the household and sort them by name sequence,which is important to avoid the unfair behavior in forest distribution and prevent forest right disputes in future.
