摘 要:〔目的〕为了解决云南边境无天然和人工屏障而造成的有边难防局面,完善国境口岸传染病防控新模式。〔方法〕云南检验检疫局经过长期实践和积极探索,提出了《云南边境地区传染病及动植物疫情疫病联防联控"3+1"防线机制建设》理论。〔结果〕通过"3+1"防线的构筑,科学、有效的做好云南口岸卫生检疫查验及边境地区传染病防控工作。〔结论〕"3+1"防线,是对云南边境地区传染病防控工作机制的创新。Objective To solve the uncontrollable situation caused by Yunnan border which has no natural and artificial barriers.Method Through long-term practice and energetic exploration,the theory called the Construction of "3+1" Defense Mechanisms of Connected Prevention and Controlling of Epidemic Diseases and Animal or Plant Epidemic was raised.Result Through "3+1" line of defense construction,it was scientific and effective for health quarantine and inspection at Yunnan port and prevention and control for infectious diseases.Conclusion The "3+1" line of defense is to prevent and control for diseases in border areas of Yunnan.
