摘　　要：〔目的〕探讨一种适合于朝觐特殊人群的出入境检疫查验模式。〔方法〕对宁夏出入境检验检疫局近年来对朝觐人群采取的出入境检验检疫模式进行剖析,总结朝觐特殊人群出入境检疫查验模式。〔结果〕宁夏出入境检验检疫局对朝觐人群采取的出入境检验查验模式,既充分尊重宗教信仰,又严防疫病疫情由国门传入传出。〔结论〕朝觐是一项政治性、政策性强的跨国群众性涉外宗教活动,做好朝觐人群出入境卫生检疫保障工作,对落实党的民族宗教政策有重大意义。宁夏出入境检验检疫局将朝觐人群的出入境检验检疫的各个工作细节力求做到以人为本,在把关中服务,在服务中把关。Objective To probe the mode of quarantine and examine for special pilgrims.Method The mode of quarantine and examination among pilgrims at Ningxia port was analyzed and Summarized.Result The entry-exit inspection mode for pilgrims must respect the religious beliefs,and prevent disease outbreaks out break.Conclusion Hajj is apolitical and policy-oriented transnational religious activities.It is great significance for implementation of ethnic and religious policies.For pilgrim groups of Ningxia,it is necessary to be people-oriented,service in the check,check in the service.
