摘　　要：近年来,我国企业拖欠、克扣职工工资,欠缴社会保险费等现象时有发生,侵害了职工合法权益,影响了职工的正常生活,甚至影响到了社会稳定与团结。本文通过对国外、香港、深圳以及上海现行欠薪保障体系的了解、比较,找出差距,并根据具体问题提出相应的改进建议,探索可行的劳动监察和劳动保护方案政策,为今后进一步贯彻实施相关政策以及对欠薪保障进行立法提供参考。In recent years,it occurs from time to time that our enterprises default,deduct the wages of workers and refuse to pay their social insurance.These actions against the legitimate rights of workers.They affect the normal life of workers,and,what ＇s more,affect the social stability and unity.This article compares current wage protection system in foreign countries,Hong Kong,Shenzhen and Shanghai,seeking the feasible relevant policies on labor inspection and labor protection.
