摘  要:房地产业是经济发展中重要的支柱产业,但是非理性下的房地产业实际已蜕变为"三高产业";房价飞涨的深层原因应是政府对土地财政的依赖。开征不动产保有税是为社会公平正义,为可持续发展的治本之策。上海土地财政的空间所剩无几,相反,上海却拥有全国最大量的高端不动产。上海作为直辖市又拥有立法权,因此,上海在这问题上应当为我国的深化改革做出新贡献,使上海成为资源节约、环境友好的先锋城市。The real estate industry is the important pillar industry in the economy development,however,the real estate industry has actually transformed into "three highs" industry under non-rationality,The in-depth reason of house price soaring should be the government'dependence to the land finance.To begin levying tenure taxes of the real estate is the fundamental way to gain social justice and sustainable development.The land finance's space is not much left in Shanghai,on the contrary,Shanghai actually has the most massive high-end real estate in China.Shanghai also has the legislative power as the municipality,therefore,Shanghai must make the new contribution for our country's deepened reform in this point,then Shanghai will become a resourceeffective and eco-friendly vanward city.
