群体性事件的类型与社会原因探析

摘　　要：根据事件起因、目的和手段的不同,群体性事件可分为社会维权事件、社会泄愤事件和网络舆论事件,它们具有各自不同的特征。群体性事件的产生有很多深层原因,如群众利益受损,对政府和社会不满;科层制官僚主义导致民众对组织信任度降低;民意表达机制滞后,政府与民间沟通困难;民间组织力量薄弱,民众缺乏谈判能力;司法不公,法律权威受损;群众民主意识和权利意识觉醒等。积极应对群体性事件应该转变认识与观念,提升公共危机处理能力。On the basis of causes,purposes as well as methods,mass disturbances can be classified into issue of social rights protection, issue of people＇s venting their anger upon society and issue of network public opinion,with varied characteristics.There are many deep factors accounting for mass disturbances,for example：people＇s interest losses,dissatisfaction with the government,a popular climate famous for bureaucracy,reduction of public trust,lack of public negotiating ability;the unfair jurisdiction,resulting in the disrepute of laws;the awareness of public democracy and the consciousness of right.When the government replies to mass disturbances,first of all,it should correctly understand them,then actively cope with it.
