中小企业法制环境问题研究——以河南省为例

摘　　要：以河南省中小企业为例,采用与美日等国家比较的研究方法,对我国中小企业的法制环境进行了研究,认为:我国中小企业的外部生存环境,严重地存在法律体系不健全、执法不公和执法不严的问题,从而制约了中小企业的健康发展。要解决这些问题,必须通过完善法律法规体系、加强法制政府建设、慎重准确地办理涉企经济案件和处理企业债务纠纷、强化对中小企业合法权益的保护等措施,营造中小企业发展的良好法制环境。By comparing the SMZ in Henan companies with their peers in developed countries, this paper studies the legal environments for these SMEs in China. The author finds that there many problems such as, like incomplete legal system, unfair legal treatment, and loose legal enforcement, a better legal environment, etc. In order to protect the interests of SME in China, we should develope more comprehensive legal system, strengthen law -bound local government, cautiously handle economic -related disputes and intercompany debt issues.
