博白县土地利用战略研究

摘　　要：多重重大发展机遇同时在广西的叠加,使博白县龙潭镇被列入了广西北部湾经济区五大功能组团中的铁山港(龙潭)组团进行规划建设,博白县龙潭镇已成为玉林市实施"南进战略"的前端和海峡两岸(广西玉林)农业合作试验区的临海核心区,承担发展临港型产业、承接产业转移、建设海峡两岸农业合作试验区等任务,博白县经济将迎来又一个快速发展时期,这必将加剧建设用地与粮食用地之间的矛盾.面对博白县经济社会的快速发展的客观要求,围绕保障科学发展的战略目标,该文对博白县经济社会发展与土地利用现状及博白县区域经济发展战略进行了分析,提出了博白县土地利用战略的指导方针、战略目标、战略重点和战略对策.The majority of development opportunities both internal and external,all at the same time favor Guangxi such as the establishment of China-Asean free trade zone,the economic cooperation of the Pan-Beibu Gulf,the regional cooperations of Pan-Zhujiang triangular belt,etc.China has listed Longtan（Tieshan harbor） of Bobai county as one of the Five Functions Groups of Guangxi Beibu Gulf Economic Zone for planning construction.Longtan has also become the frontline of ＂Southing Strategy＂implemented in Yulin,and the kernel area for agriculture experimental cooperarion between the straits which undertake developing coastal harbor properties,industry shift,coastal agriculture collaboration.Bobai county simply possesses the east-coast wharf of the Beihai Tieshan harbor with obviously positional advantages,which is considered ＂the oversea development exclave＂ and ＂the bridgehead＂ in Yulin city.Such being the case,an analysis is made in this papers about the local social and economic development,and the status of local land utilization so as to present the target of land use and countermeasures.
