摘　　要：民营化效果的综合评价是国有林区城镇公用事业改革的关键问题。从模糊层次分析的评价方法入手,建立了国有林区城镇公用事业民营化效果指标体系结构,提出经济效果、社会效果、环境效果三个方面的指标。通过黑龙江省柴河林业局公用事业民营化的实证分析,为其他林区城镇公用事业的改革提供理论借鉴与实践参考。It is crucial problem to result appraisal of privatilization for reforming of public utilities of cities and towns in state-owned forest region.This article used Fuzzy Analytic Hierarchy Process to appraise,and built the principles of the indexes system of result appraisal of privatilization of public utilities of cities and towns in state-owned forest region,and raised up three principles of economy,society and environment＇s result.By the empirical analysis of privatilization of public utilities of Chaihe forest bureau in heilongjiang,gives some reference of theories and practices for other forest region.
