唐山市钢铁产业集群竞争力提升的战略研究

摘　　要：在分析唐山市钢铁产业集群发展现状及特征的基础上,探讨了钢铁产业集群竞争优势主导要素发展演变,突出强调了集群竞争力持续提升的"发展"理念。运用系统科学的理论和思路,具体研究了钢铁产业集群在其系统特征尺度范围内的运行特征,以及系统临界状态分叉点的演进规律。提出了唐山市钢铁产业集群系统特征尺度范围内的精益战略和系统临界状态条件下的临界战略,得出了实现钢铁产业集群竞争力持续提升的根本途径在于集群系统精益战略选择和临界战略选择的循环往复和有机结合。为合理规划本地区钢铁产业集群系统不同发展阶段竞争要素体系构建,实现钢铁产业集群竞争力的持续提升提供决策参考。Based on the analysis of development situation and characteristics of iron steel industrial cluster in Tangshan,this study explores the evolution of the leading elements of competitive advantages for iron steel industrial clusters.The ＂development＂ concept of sustainable improvement of clusters competitive advantages is emphasized.System science theories are used to study the operational characteristics of the iron steel industrial clusters in its characteristic scales,and the evolution law of bifurcation points for the critical state of the system.The essential strategy in the scope of system characteristic and the critical strategy under the condition of critical state are proposed for the iron steel industrial clusters in Tangshan city.It is concluded that the fundamental approach to acquire the sustainable improvement of competitive advantages of iron steel industrial clusters is to circulate and combine the above-mentioned strategies.The purpose of this study is to offer decision-making references for reasonable planning the structure of the competitive elements system about local iron steel industrial clusters in different phases of development and constantly improving the competitiveness of the iron steel industrial clusters.
