论西南民族地区基层公共服务系统建设

摘　　要：公共服务系统是公共部门提供公共产品和公共服务所依赖的各个环节及其构成的体系。在我国西南民族地区,由于少数民族文化与传统文化浓厚、经济贫困、民众居住相对分散、地势崎岖、交通闭塞等特点,因此,在公共服务活动中,根据该地区公共服务环境与运行特点,在决策中注重培养和引入少数民族精英,发动和组织群众,营造与西南民族地区文化相适应的"熟人"服务理念等,是与民众面对面的西南民族地区基层政府公共服务系统建设的必需。The public service system is a public sector which is composed of different departments that offer public goods and services.In the minority area of southwest China where exist poverty,scattered settlement,geographical obstacles plus the strong influence of minority traditions and cultures,the construction of the grass-roots public service system relies on the following： a correct understanding of the actual situations,the training of minority talent,the respect for the minority elite in the policy-making process,the reliance on the local people and the culturally suitable service concept.
